This is why I ask every caller to learn how to tell if a fuel filter is bad before they start throwing parts at a generator. A filter is a twenty-dollar part on most models. An ignition coil or an inverter board is a very different conversation.
What Actually Clogs a Honda Generator Fuel Filter
There's an old-school answer and a new-school answer. The old-school answer is a rusty or dirty fuel tank. I still see early Honda generator EX1000 machines that have been running for thirty years with tanks that look like a coin jar inside. Those units earn their keep, but they send sediment toward the fuel system every time they get bumped.

How to Tell if a Fuel Filter Is Bad: The Test That Actually Works

Start the generator and put a real load on it. Not a phone charger—connect something that makes the engine work. If the generator idles and runs fine but stumbles or dies when the load kicks in, fuel starvation is your first suspect. That's especially true on inverter generators, where electronic load management can mask a weak fuel supply until the machine reaches its limit.
Next, test the fuel flow directly. Take the generator outside, turn the fuel valve off, disconnect the fuel line at the carburetor, and point the line into a metal catch can. Turn the fuel valve back on and watch the flow. You should get a steady, continuous stream. If the fuel only dribbles out, slows down, or stops, your filter or fuel line is restricted. That's your answer, not a hypothesis.
Where the filter actually lives depends on the model. On a vintage Honda generator EX1000, the strainer might be back at the fuel valve. On a Honda EB2200 generator or most EU-series machines, the filter can be in the fuel line or inside the tank as part of the pick-up. Look at the fuel system diagram in your owner's manual before you start pulling things apart; the part might be listed as a fuel strainer rather than a fuel filter.
And please don't try to clean a clogged fuel filter. Replace it. A filter that has varnish inside the element won't come clean with a blast of air, and the second failure always happens at the worst possible time. New filters are cheap. Your next jobsite deadline isn't.
One More Warning About Starting Fluid
I understand the temptation to keep a fuel-starved generator going with starting fluid. In my first year in this business, I did it myself, and I watched it mask a fuel delivery problem until the generator quit at the worst possible moment. A short spritz to confirm the engine fires is one thing; running a machine on starting fluid is a great way to turn a $20 fuel filter replacement into a $200 carburetor repair. Don't be that person.
If the generator has been sitting for more than a month, also drain the old fuel before you test anything. You can replace a filter and still have trouble because the tank is full of stale gas that has already begun to break down. Fresh fuel is part of the diagnostic, not an option.
The Routine That Keeps You Off My Call List
I should add the caveat that all of this advice comes from the perspective of a repair shop that sees machines at their worst. Your situation might be different. If you run a generator weekly and burn through fuel quickly, you may go years without a filter problem. If you're the kind of person who pulls a generator out twice a year, treat the fuel filter like a seasonal item, right up there with engine oil.
Here's what I suggest for most owners. Change the fuel filter once a year or after any period of long storage. Use fresh fuel and, if you're storing the machine, either drain the carburetor or add a fuel stabilizer designed for ethanol-blended gasoline. Then run the generator under a real load for 20 minutes before you trust it with an actual job.
I'd rather spend a Saturday afternoon helping a customer replace a fuel filter than take a panicked call from a hotel parking lot at 11 p.m. So do the boring maintenance now. The generator will reward you by starting on the first pull when it actually matters.
